The small-flowered mullein is a stately, usually biennial plant with densely hairy leaves and a long inflorescence of yellow flowers.
The flowers are used in herbal preparations. Mullein flowers are traditionally used to treat sore throats associated with dry coughs and colds.

In its first year, the mullein forms a rosette of large, softly hairy leaves close to the ground. In its second year, a sturdy, upright flower stalk grows from it.
Some of the leaves extend downward along the stem. Their dense hairiness protects the plant from intense sunlight and water loss.
The yellow flowers are clustered closely together on a long, candle-like inflorescence. They open gradually and remain open for only a short time.
